Under the assistance
of DANIDA, Environment Sector Programme Support (ESPS) has been strengthening
the overall environmental management of the brown sector in Nepal. The
programme intends to support prevention, minimization and control of
Environmental Pollution emanating from industrial and urban development
without hampering the development process and economic growth. Three line ministries of HMG/N namely the Ministry of Industry, Commerce and Supplies (MOICS), the Ministry of Population and Environment (MOPE), and the Ministry of Labour and Transport Management (MOLT) are involved in the programme. Federation of Nepalese Chamber of Commerce and Industry (FNCCI), Nepalese Chamber of Cottage and Small Industries (FNCSI), Democratic Confederation of Nepalese Trade Union (DECONT), General Federation of Nepalese Trade Union (GEFONT), Nepalese Trade Union Congress (NTUC), and other Non Governmental Organisations (NGOs) will also be involved in the planning as well as implementation of the activities. Seventy five percent of the ESPS budget is directly targeted to the private sector through capacity building, technical assistance, grant/soft loans, and a demonstration common waste water treatment plant. The development objective of ESPS is to support Nepal Environmental Policy and Action Plan (NEPAP). The immediate objective of ESPS is: Enhance co-ordination between line-ministries, and between government institutions and the private sector leading to improved industrial and urban environment management and public awareness.
