Air Quality Management in Kathmandu Valley
 

Component no. 5 is supposed to start up on January 1, 2001. Under this component, air pollution arising from vehicles in the Kathmandu Valley will be addressed. A Cleaner Vehicle Promotion Fund providing grants and soft loans for technical support to the clean vehicle sector in Kathmandu Valley will also be available. The areas of support from the component are:

  • Electrical Vehicles (EV) and other clean vehicles
  • Improvement of the quality of vehicle fuel
  • Reduction of emissions from petrol and diesel vehicles
  • Formulation of vehicle emission standards
  • Enforcement of vehicle emission standards
  • Ambient air quality monitoring
  • Training on emission control, maintenance and adjustment of petrol and diesel vehicles engines
  • Awareness campaigns and training related to Electric Vehicles and other clean vehicles and related to minimising pollution from petrol and diesel vehicles

The overall objective of the component is to reduce air pollution form the vehicles of Kathmandu Valley. In addition hereto the aim of the Component, is to strengthen the authorities involved in traffic planning and in the preparation and enforcement of vehicle emission standards. The component also aims at strengthening the co-operation between the private and the public sector on all issues related to traffic management in Kathmandu Valley.

Related to this component the ESPS has already funded the procurement of 5 sets of vehicle emission control equipment. These equipments will be used to strengthen the capacity for vehicle emission control in Kathmandu Valley. A training course on the use and maintenance of the equipment was conducted in April 2000. Finally three training courses for operators of battery charging stations are going to be conducted in November - December 2000.

Under the component a temporary program on measuring the air quality in Kathmandu City is planned to be started on January 1, 2001. This temporary monitoring program shall run until the continuous ambient air monitoring system also supported by component no. 5 is established. The results of the monitoring will be disseminated to all the media in Kathmandu for publication.
