Production/OHS & Energy Efficiency(EE) in Industry

The Component will contribute towards introducing Cleaner Production (CP), Energy Efficiency (EE) and improving Occupational Health and Safety (OHS) aspects within industries mainly in Hetauda and Balaju Industrial Districts. However, industries in other parts of the country will also be included. CP/OHS activities are expected to start in selected industries in Biratnagar ad Bhairawaha/Butwal areas in January 2001. Further more sector wise activities are planned e.g. in pulp and paper, food sector, tourism sector etc. The main focus of this component will be on the minimization of water, air and soil pollution; minimization of waste, reduction in the adverse impact on human health; improvement in working environment; and savings of resources such as raw materials, water, energy etc. Implementation of CP and OHS measures will also enhance the productivity through savings in raw materials, energy etc. A Cleaner Production Fund with an allocation of 20 million DKK is established to help finance the implementation of cleaner production measures and working environment improvement within the industries. The Cleaner Production Fund will also cover the financing of pre-treatment facilities needed in industrial units in HID before they discharge their effluent to the proposed Wastewater Treatment Plant (WWTP) under Component No. 3. it is anticipated that operation of the Cleaner Production Fund will proceed beyond the 3-year component implementation period. The main activities will consist of review of the existing production processes and products in the industries to identify CP and working condition improvement measures; preparation of detailed designs; establishment and operation of CP fund; and establishment of a comprehensive monitoring system. The Component should be considered as one in a package to establish HID and BID as environmentally sound industrial districts creating a demonstration effect to other industrial districts and industrial areas in Nepal.
