The Component aims to enhance of the central government's capacity to co-ordinate and manage the industrial and the urban environment. This includes support to formulation, monitoring and enforcement of environmental laws, rules and regulations, and standards for pollution and occupational health and safety. The immediate beneficiaries are the people living in the urban and industrial areas and the workers in industries. The scope of the Component is, thus, to strengthening those line-ministries that are directly involved in the industrial and urban environment sub-sector, namely Ministry of Population and Environment (MOPE), Ministry of Industry, Commerce and Supplies (MOICS) and Ministry of Labour and Transport Management (MOLT). These institutions are mandated, through the existing legislation, to cater for improved integration of environmental management and industrial development, formulation and enforcement of environmental policies and standards and public awareness raising. The ministries will work towards the same goal of minimising pollution from industries, improving urban environment and creating better working environments for labourers in industries. However, the three ministries have different mandates, so priority areas for the DANIDA support with specific immediate objectives and outputs have been formulated for each of the ministries. By involving all key stakeholders, private as well as public, the Component will contribute to better management and co-ordination within as well as between ministries, and between the public and private sectors. Strong government institutions and involvement of private stakeholders are a prerequisite for the success of the Environment Sector Programme Support (ESPS) to which the Component, therefore, will contribute. The duration of the component activities is 5 years.
