A combined wastewater treatment plant (WWTP) will be established in Hetauda Industrial District (HID) to ensure that all wastewater discharged from the HID is adequately treated, and an outlet sewer system will discharge the treated effluent into the nearby Karra River at a suitable downstream location. HID Management will be responsible for the operation and maintenance of the WWTP. However, HIDM will contract a private Operation and Maintenance Company (OMC). A new sewer system for industrial wastewater will be constructed and the system will be connected to all existing industries as well as industries under construction and to areas, which have been allocated to new industries. Wastewater pre-treatment facilities will also be established at selected industries within HID, where needed, in order not to hamper the function of the WWTP. A new drainage system will also be established in the area. The system will have adequate capacity to transport all storm water within HID down to the nearby river. Storm water entering HID from the surrounding areas will be cut off and diverted to a temporary stream east of the district.

Training and technical assistance will be provided for design, construction, operation and maintenance of the WWTP, the Sewer System and the Drainage System. The WWTP will serve as a demonstration plant for managers of other industrial districts, other industries and other relevant stakeholders from governmental organisations and also for the general public. Industries in HID will have to pay treatment charge to HID management. However, the charge will be subsidised such that the industries will have to pay only a nominal charge in the beginning and it will be increased gradually. The duration of the component activity is 63 months plus 3 years for further subsidy to operation and maintenance.
