Institutional Development of IEM
IEM in its current form is a component of the DANIDA / HMGN - Environment Sector Programme Support. The Danida inputs (both technical & financial) will be available till mid 2004 and there is a possibility of further support for another 03 years after that. In its current form, IEM's stakeholders are it's goveming board and are made up of:
The three line ministries (MOPE, MOICS, & MOLT)
FNCCI & FNCSI
DECONT, GEFONT, NTUC
DANIDA
IEM is currently evaluating its options as a legal entity in the future: what should it exist as to best serve the needs of the nation with regards to management & mitigation of Industrial & Urban Environmental Issues with the primary focus on Human Resources capacity building initiatives? The actual legal framework of IEM will be finalized by the end of 2002 and this decision rests with the stakeholders of IEM. The main guilding features towards the development of the legal framework for IEM is going to be its existence as an "independent, autonomous" institution that has fair representation from all concerned players I stakeholders.
IEM envisions to develop itself into a center of excellence and thus the planning and preparations are currently in line with this in mind. It is hoped that over the course of time, it will not only be a centre for Nepal but also for the region, where it can playa vital role towards sustainable development of nations as mentioned in Agenda 21 of the RIO summit. Currently, IEM is one of the few institutions that are actually making the effort of converting the rhetoric of Agenda 21 and the UNIDO concept of Ecologically Sustainable Industrial Development (ESID) into operational reality by incorporating ESID into industrial development projects in Nepal. ESID is anew approach to industrial development that allows industry to contribute economic and social benefits for present generations without compromising the ability of future generations to meet their own needs and without impairing basic ecological processes. IEM is currently playing its role in helping all the stakeholders to achieve this goal and hopes to continue doing so in the future.
