No. 2 - CP/OHS & EE
Sub-Component CP/OHS Through the implementation of Cleaner Production (CP), environmental authorities as well as industrialists are now convinced to great extent that it is possible to save on resources while reducing the adverse impact to environment, and that productivity could be enhanced by CP and Occupational Health and Safety (OHS) considerations.
Ninety-Four industries have been already covered under CP assessment and 40 additional units are presently undergoing CP/OHS assessment. Participatory approach has been used involving nominated personnel from the industries. Thus capacity has been built in a pool of more than 14 consultants as well as the personnel from participating industries. To ensure the sustainability of CP activities, CP policy has also been developed by involvement of representatives of three line Ministries. The policy has been taken up by MOICS to incorporate in the industrial policy being revised. Besides, a number of brochures and a documentary have been developed for awareness and dissemination.
Cleaner Production / Pre-treatment Fund has been established, rules have been set out, some grants and soft loans have been approved to finance the investment demanding CP/OHS options. Altogether 22 industries have been approved a grant of NPR 8.889 million and a soft loan of NPR 44.426 million. However, only six industries have taken grant and soft loan amounting to NPR 4.601 million only.
Reporting format and guidelines for reporting by industries have been developed for monitoring the industries, which have participated in CP/OHS activities to ascertain resource saving, and environmental as well as working environmental improvements. Some industries have started to report using the format.
EE The sub-component EE is still in the beginning of its implementation phase and is rapidly progressing. During the last six months EE have been undertaken number of activities and are on going. However, through the implementation of Energy Efficiency (EE) in Cleaner Production (CP) some noticeable improvements have been experienced. Industrialists are convinced to great extent that it is possible to save on energy, which reduces the adverse impact in environment, and that productivity could also be enhanced by implementing of energy options.
Eighty-six industries have been already covered under CP/EE assessment and twenty-one additional units are presently under going CP/EE assessment. Participatory approach has been used involving nominated personnel from the participating industries. These persons have been trained. Most of the no-cost and low-cost options in EE have been implemented to save energy and reduce adverse impact to environment also. Pools of six energy consultants have been trained in CP/EE and training technology to build and retain the capability of CP/EE assessment in the country and to sustain the activities.
There are two new sectors Brick kiln and Hotel sector have recently been started under EE activities in cooperation with IEM and component no. 4. Besides this number of training programs planned, prepared and facilitated by IEM others are ongoing in Brick kiln, Hotel and Industrial sectors.
