MOPE
Mainly due to a shortage of staff in the Environment Division of
MOPE, the implementation of Component no. 4, sub-component MOPE is
taking place in a slower than planned speed, although a growing
involvement of the some staffs in MOPE has been seen over the last
half year. However, the involvement of the decision making level
to ensure that the activities and results of ESPS are sustained
through the development of environmental policies, through the
necessary adjustments in the environmental legislation and in the
staffing of the involved institutions and trough a timely use of
the budget allocated by HMG/N to MOPE for activities related to
ESPS is still not taking place in a sufficient way.
Four additional sector specific standards together with a standard
for outlet of industrial wastewater to public sewer systems and a
standard for effluents from private or public common wastewater
treatment plants are forwarded to MOPE for gazetting.
A review of the Institutional Set-up of the Environmental
Authorities is conducted by MOPE/ESPS. The review will lead up to
a Technical Review of the possibilities for Danida to support the
establishment of the EPCC, a support that was in principle
approved by the JASR in November 2001.

MOICS
ESPS/IEM has together with MOICS successfully promoted
the very business friendly tools like CP, EE and EMS. The
business society, FNCCI and FNCSI have shown a very strong
commitment and support to the promotion of CP, EE and EMS. MOICS
has not taken many separate initiatives to promote CP, EE and
EMS. However, DOCSI has banned all new registration of moveable
Bull-Trench Brick Kilns and banned existing BTK’s with a time
notice of 1 ½ year. DOI has called all wastewater standard
effected industries to apply for a temporary pollution
certificate. The first draft temporary pollution certificate is
drafted by DOI with technical assistance from ESPS.
Consequently, the focus of ESPS support has in accordance with
the strategic implementation plan been on the Departments, DOI,
DOCSI and NBSM, rather than MOICS.
The main challenge in the next year will be to get more
political awareness created on the ESPS results and further
possibilities. This awareness will cater for development of
sustainable integrated environmental policies.

MOLT
It is still too early in the program implementation
to see significant impact on the OHS sector. However, through
the formation of the Tri-partite Advisory Association, NOSHA, a
conducive environment has been created between the social
partners and HMG to secure an integrated development of the
business sector and improved health conditions of the workers.
The working environment is improved within several of the
industries, which has worked with CP/OHS activities in ESPS,
e.g. in HID, Biratnagar, Bhaiwaraha, Butwal, Birgunj,
Kathmandu/BID and in the pulp and paper and carpet sectors.
Focus in the first phase of implementation of ESPS objectives
and outputs have so far mainly been on capacity building and
awareness creation. An improved strategic plan has guided the
activities since January 2002. Almost all planned activities and
some new extra have been conducted. In the next implementation
phase much more focus will be given to get the working
environment improved through use of the introduced working tools
(WPA, action oriented checks etc.), facilitated by the many
rained trainers and implemented by the industries, which has
been the target for many awareness and training activities.
The labour unions and FNCSI have initiated several OHS
activities (training and awareness) the last year and the same
organizations are very committed joining all initiatives taken
by the Center OSH.
